The Master of Education in Educational Quality Management (MEQUAM) offered by the Protestant University of Rwanda (PUR), trains educational leaders, educational policy makers, and other educational actors as advocates for educational quality development. MEQUAM’s guiding principle is learning through innovative research. This combines interpersonal development, scientific research and professional development. The teaching is organized into 13 modules, covering theories of educational quality, measurement and documentation, quality development, monitoring and evaluation, educational research projects. MEQUAM serves the professional needs of educational leaders and policymakers in Sub-Saharan Africa and around the world. The Program in offered in the framework of cooperation of four universities and financial support from Bread for the World in the project of Educational Leadership Implementation and Development (ELID) in Developing Countries at Christian schools and Universities in Sub-Saharan Africa. They include Protestant University of Rwanda (PUR), Université Libre des Pays des Grands Lacs (ULPGL), DRC, Université Evangélique du Cameroun (UEC), and the University of Bamberg (Germany). With the funding of Bread for the World (Germany), a bursary system is integrated in the program, and it is designed to support deserving students by covering part of tuition fees and contributing to the learning-related costs. The language of instruction is English. Scientific writing will be conducted in English and French.
The MEQUAM now welcomes applications for participation in full degree program starting in October 2025.

Application requirements
The Master’s programme is open to national and international
candidates; it aims to reach out to individuals in Sub-Saharan Africa and
around the world. It is designed to fit the professional demands of management
staff or persons involved in teacher training, school administration and
development services in the field of education. This programme is specifically
developed to respond to the skills shortage with regard to quality development
in education.
The MEQUAM
addresses graduates with
-
A Bachelor’s degree in education
or having a Postgraduate Certificate Diploma in Education
-
At least three years of
professional experience in schools excluding the traineeship/preparatory
teaching period or
-
At least three years of
professional experience in development agencies in the field of education.

Sufficient language skills
in English or French to be able to follow the course of studies.

Other appropriate
qualifications may be considered on an individual basis.

Working in the education
system or in a field related to education is an indispensable condition.
- Candidates exceeding the age of 40 have to justify their motivation in a letter (for application for scholarship).
Students should have a background from heads of schools or teachers
training colleges or those responsible for in-service teacher training,
university teachers who train future teachers, to heads of school departments
in different church administrations. In addition, education specialists who are
working for NGO’s, government officials dealing with improvement of education
quality, local educational authorities and school administrators can also apply
for scholarship.

Tuition Fees
As the Master's programme " Master of Education in Educational
Quality Management " is a programme of
continuous education, academic fees apply:
· Study fee is 1500€ (for candidates with scholarship, the
amount is reduced proportionately)
· For scholarship
holders outside Rwanda, visa, accommodation, health insurance, living and
travel costs are covered.
· All registered
students will be supported during specific study stays (this is not included in
the tuition fees).
